Most LAs reference Laing Buisson, the BCS Care Cost Calculator, and their own fair-cost-of-care exercises. If your numbers diverge from these, you need to explain why before they will move.
What a good uplift letter contains
Cost-of-care evidence (energy, agency, food, insurance), inflation reference, comparable LA settlements in adjacent regions, and a clear ask with a date.
When to escalate to the LGSCO
The Local Government and Social Care Ombudsman has previously found against LAs that have not followed the Care Act 2014 guidance on cost-of-care. The threshold is procedural, not just outcome-based.
